This PR introduces a CPU-only build to cuDecomp for basic testing and debugging. This can be useful for development tasks and experimentation on systems without GPUs available.

This mode is not intended for production use cases, though we may revisit this in the future. Additionally, concurrent usage of the default GPU-enabled library and CPU-only debug library within a single program is not supported.

Add a toolkit-free MPI-only build mode for CPU debugging and testing, including C/C++ and Fortran bindings, documentation, and backend coverage while preserving the default GPU build.
